在循环经济迅速发展的今天,促进循环经济的发展已成为世界许多国家可持续发展的主题,也是我国经济社会发展的必然选择。在参考经济发达国家发展循环经济的立法体例和法制内容的同时,应逐步建立和完善我国循环经济发展方面的法制建设:树立正确的价值理念,建立协调、健全的循环经济法律体系,确立合理的循环经济规划制度、清洁生产制度、环境资源核算法律制度、公众参与制度等基本法律制度。
In the rapid development of circular economy today, promoting the development of circular economy has become the theme of sustainable development of many countries in the world and is also an inevitable choice for China’s economic and social development. While referring to the legislative system and the content of the legal system for developing circular economy in developed countries, we should gradually establish and improve the legal system in the development of circular economy in our country: establishing the correct value concept, establishing a coordinated and sound legal system of circular economy and establishing a reasonable Circular economy planning system, cleaner production system, the legal system of environmental resources accounting, the public participation system and other basic legal systems.
