团省委机关有着自身的特殊性:一是人员年龄较低,干部职工平均年龄29岁,大部分仍然处在人生观、价值观、世界观形成的阶段;二是实践经验较少;三是团的干部都面临着转岗。他们由于受年龄的限制,均有工作岗位的二次选择。所以无论从机关本身考虑,还是从输送高素质人才考虑,加强素质培养,都是其工作的重要一环。团省委为此推行了“四学四找四倡”活动,极大地改变了单位的精神面貌。向典型学习,找差距,倡导奉献。远学四位典型:孔繁森、徐洪刚、李素丽、冯素霞;近学身边典型,召开了“河北省跨世纪青年人才群英会”。通过与典型比工作、比学习,查找自己的创业精神、钻研精神深不深,正义精神强不强、奉献精神强不强,克服了工作只求过得去,不求过
