十八届三中全会以后,国家提出积极发展混合所有制经济,推动国有企业混合所有制改革,推行员工持股是混合所有制企业改革的一项重要内容和方式。农业科研院所投资设立的科技企业有着自身的特殊发展背景,现阶段鼓励科研人员创新创业和参与科技企业员工持股问题备受关注,也是科技企业新一轮改革中面临的一项重要内容。针对这一状况,本文将从农业科研院所科技企业员工持股的发展历程、发展现状、对策建议3个方面进行思考,为农业科研院所科技企业操作实施员工持股提供必要的借鉴。
After the Third Plenary Session of the 18th CPC Central Committee, the state proposed to actively develop the mixed ownership economy, promote the reform of the mixed ownership of the state-owned enterprises, and promote the ownership of the employees as an important content and mode of the reform of the mixed ownership enterprises. Scientific and technological enterprises invested by agricultural research institutes have their own special development background. At this stage, much attention has been paid to encouraging scientific researchers to innovate and start their own businesses and to participate in the shareholding of science and technology enterprises. It is also an important part of the new round of technological enterprises reform. In view of this situation, this article will consider three aspects of the development process, development status, countermeasures and suggestions of the shareholding of science and technology enterprises in agricultural research institutes, and provide the necessary reference for the operation of the scientific and technological enterprises in agricultural research institutes.
