企业的竞争力依赖于员工知识和能力,有效的绩效评价机制是激励员工、建立学习型勘察设计企业的基础。在现状体制下,勘察设计企业整体效益的最大化与业务单元利益最大化存在冲突,平衡记分卡(BSC)则以企业战略为导向,从财务、.顾客、内部业务、学习与成长四个角度人手,将企业战略目标逐层分解,建立起一个科学的勘察设计企业绩效评价体系。
The competitiveness of enterprises depends on the knowledge and ability of employees. An effective performance evaluation mechanism is the basis for motivating employees and establishing learning survey and design enterprises. Under the status quo system, there is a conflict between maximizing the overall benefit of survey and design enterprises and maximizing the profit of business units. Balanced Scorecard (BSC) is oriented by enterprise strategy. From the aspects of finance, customer, internal business, learning and growth Manpower, will be the strategic objectives decomposition layer by layer, establish a scientific survey and design business performance evaluation system.
