巴西,是南美地区地理和经济最重要的国家之一,同时也是皮革、肉类、咖啡等产品的世界重要出产国之一。巴西皮革工业有着良好的基础,拥有世界最大的牛群,牛存栏量达到1.5亿头,2010年计划增加至2.2亿头,年度牛屠宰量4900万头。巴西现有制革企业800家,从业人数为44700名,年度营业额是25亿美元,主要制革工业区南部地区是 Rio Grande do Sul,东南部地区是 Sao Paulo,制革和制鞋的从业人数总和为50万人,2004年皮革出口额递增22%,2005年在此基础上又提高8%(1~8月间),达到14亿美元;2004年1至5月间鞋出口量是9980万双,2005年同期为8960万双。从以上数字充分证明,皮革工业是巴西经济的重要支柱行业,同时也是世界重要皮革和鞋类产品的重要加工基地。但是最近两年,由于国际市场发生巨大变化、美元贬值、廉价鞋类产品对巴西国内市场严重的冲击、企业承担19.75%的高税收负担、税收政策不利于扶持企业发展高附加值产品问题等,给巴西皮革行业出口商扩大出口贸易的信心蒙上了阴影。

From the above figures fully prove that the leather industry is an important pillar of the Brazilian economy, but also important leather and footwear products in the world an important processing base. However, in the recent two years, due to the tremendous changes in the international market, the devaluation of the U.S. dollar and the devastating impact of cheap footwear products on Brazil’s domestic market, the enterprises are burdened with a high tax burden of 19.75%. Taxation policies are not conducive to supporting enterprises in developing high value-added products. The confidence of Brazilian leather industry exporters to expand their export trade is overshadowed.
