走廊拓展作为应对大城市圈层蔓延的空间战略在规划中常被采用。以武汉为案例,通过构建目标分级传递的战略实施评估框架,以公交可达性为绩效指标,考察这一战略的实施状况及其对抑制城市蔓延增长的作用。具体方法是利用从公交IC卡获取的公交时耗数据,计算各交通小区的30min公交可达性值,以此分析武汉都市区可达性分布及相应的空间结构特征。比较发现武汉公交可达性呈现由内而外递减的趋势,即走廊地区的可达性总体低于主城区,而远郊新城又低于三环路沿线的近郊新城,说明武汉虽实现了走廊地区外延式的用地增长,但新城“反磁力”功能薄弱,对疏解主城区人口的作用尚较有限。究其原因,以快速路为支撑的外围开发和以轨道交通为支撑的主城区功能集聚,拉大了二者间可达性差距,使都市区圈层结构仍显著强于走廊结构。提高走廊地区公交可达性是促进空间结构模式转变的关键,武汉亟待建立以可达性为核心的空间战略评估体系,针对走廊TOD开发和可达性改善的制约因素,在都市区层面制定交通和用地协同的对策措施。
Corridor expansion, as a space strategy to cope with the sprawl of metropolitan areas, is often used in planning. Taking Wuhan as an example, this paper evaluates the implementation of this strategy and its effect on inhibiting the spread of urban growth by constructing a framework for assessing the implementation of the strategy delivered at different levels and taking transit accessibility as the performance indicator. The specific method is to use the bus time-consuming data obtained from the bus IC card to calculate the transit reachability value of each traffic area for 30min, so as to analyze the reachability distribution and corresponding spatial structure characteristics of Wuhan metropolitan area. It is found that the accessibility of Wuhan bus shows a decreasing trend from the inside to the outside, that is, the accessibility of the corridor is lower than that of the main urban area, while that of the suburbs is lower than that of the suburbs near the Third Ring Road. However, the new city’s “anti-magnetism” function is weak and its role in easing the population of the main urban area is still relatively limited. The reason is that the peripheral development supported by the expressway and the functional agglomeration of the main urban area supported by the rail transit have widened the accessibility gap between the two and made the urban district ring structure still significantly stronger than the corridor structure. To improve the accessibility of public transport in the corridor is the key to promote the transformation of the spatial structure.
