“企业即人”是日本企业对人的重要性的基本认识。经营者们确信,企业的兴衰都是由人而起。同样,企业的安全生产与人更是息息相关。 参加九届全国人大常委会28次会议的委员们在审议《安全生产法》草案时指出:当前中国重大安全事故多为责任事故,是违章作业造成的,大多数是“人祸”。其中,绝大多数是完全可以避免的。而这些“人祸”又主要表现在人的安全素质差。现举二例:某矿煤柱回收队职工徐某、赵某,下井赶到工作地点后就急于干活,想多拿“超产奖”,连井下工最起码的安全常识——“敲帮问顶”也置于脑后。他们只有一个念头——多挣钱,才能养活一家老小。他俩忘了一个简单的道理:不能要钱不要命。当回收到第2根支柱时,突然顶板局部抽心冒落,致使徐某、赵某头部、胸部受重伤死亡。
