第十二届全国人民代表大会第四次会议批准的《国民经济和社会发展第十三个五年规划的刚要》把乡村旅游作为脱贫攻坚重点工程,明确提出“大力发展旅游业”的战略规划,国务院总理李克强在首届世界旅游发展大会开幕式上郑重宣布:“中国政府已提出一个目标,即未来五年内通过发展旅游业使1200万人口脱贫。”为了贯彻实施第十三个五年规划纲要和国务院的工作部署,广西各级党委和政府把发展旅游业作为发展地方经济的重要组成部分,把发展乡村旅游作为精准扶贫的主要工作。如何加快发展广西旅游扶贫工作,笔者提出以下的探讨思路。
