知识产权战略对我国这样一个必须通过科技创新来加快现代化步伐的人口大国具有基础性和先导性作用。本文对制定国家知识产权战略进行了初步探讨。从实施知识产权战略的基础着手,指出了我国知识产权工作和战略构建上存在的突出问题。战略的选择应以符合我国国情为着眼点,勇于变革,政府、企业和公民都应为实现战略本土化做出应有的贡献。
Intellectual property strategy plays a fundamental and leading role in our country, a populous country that must speed up its modernization through scientific and technological innovation. This article made a preliminary discussion on the formulation of national intellectual property strategy. Starting from the basic of implementing the strategy of intellectual property, it points out the outstanding problems existing in the work and strategic construction of our country’s intellectual property. The strategy should be chosen in line with China’s national conditions as its point of departure and with the courage to change. The government, enterprises and citizens should all make due contributions to the realization of strategic localization.
