为保障社会主义市场经济的健康运行，从1993年开始，我国财政税收体制进行了一系列重大改革，但是自1994年新税制实施以来，税收征管还很不规范，存在着诸多问题。1996年5月中下旬，我们对封开县国合六角林场和西江局国有平岗林场税费情况进行了全面调查，现就有关情况综述如下
In order to safeguard the healthy operation of the socialist market economy, a series of major reforms have taken place in our fiscal taxation system since 1993. However, since the implementation of the new tax system in 1994, the tax collection and administration has not yet been standardized and there are many problems. In late May 1996, we carried out a comprehensive investigation of the taxes and fees of the state-owned Pinggan Forestry Center in Gukhei County Guohe Hexaguan Forest Farm and the Xijianggu Bureau.
