为了确保建设工程项目的环境质量和安全使用,必须提高工程项目质量政府监督的有效性,而其实质在于规范工程项目质量政府监督行为。从宏观、中观、微观三个层次分析工程项目质量政府监督者(监督机构、监督团队、监督人员)的执法行为影响因素,应用系统动力学模型探究宏观、中观、微观三个层次各自关联动态反馈关系,以及宏观与中观、中观与微观及其三者多层面关联动态反馈关系,揭示政府监督行为影响因素的反馈路径,为规范工程项目质量政府监督行为、科学制定工程项目质量政府监督管理激励政策提供理论依据与决策借鉴。
