在拉美经济发展进程中 ,地区发展的不平衡性非常突出。各国的地区发展差异有许多相似的特点 :地区发展不平衡具有相当大的普遍性 ,各地区间的人口分布不均衡 ,社会指标的差异甚大 ,地区之间在经济结构上存在很大的不平衡性。战后拉美国家在经济发展进程中为开发落后地区曾采取过一些措施 ,并取得了某些成效 ,其中尤以巴西取得的成效最为显著。但就整个地区而言 ,政府对落后地区的开发力度远远不够 ,在缩小地区差距方面没有明确的行动目标。拉美国家依据新自由主义政策进行的经济调整 ,对落后地区更为不利 ,地区差距诱发的矛盾十分突出。地区差距的拉大 ,对拉美国家扩大内需、加快经济增长是极其不利的。 90年代以来 ,在经济全球化的大趋势下 ,拉美国家重新根据比较优势的需要 ,对本国在国际市场上具有竞争优势的自然资源进行开发 ;随着经济结构的调整 ,一些国家出现了经济分散化趋势 ,某些国家的经济中心正在发生新的转移 ,拉美国家对经济区域的分布也正在进行新的调整
In the process of economic development in Latin America, the imbalance in regional development is very prominent. There are many similarities and differences in regional development in different countries. There are quite a few common regional imbalances in development. Population distribution varies from region to region, and there are great differences in social indicators. There is a great imbalance in the economic structure between regions . The post-war Latin American countries have taken some measures in the process of economic development to develop the backward areas and have achieved some results. In particular, Brazil achieved the most remarkable result. However, as far as the entire region is concerned, the government has not done enough to develop the backward areas and has no clear goal of action in narrowing the gap between regions. The economic adjustment made by Latin American countries on the basis of the neoliberal policies is even more unfavorable to the backward areas and the disparity induced by the regional disparities is outstanding. The widening regional disparities is extremely detrimental to Latin American countries in expanding domestic demand and accelerating economic growth. Since the 1990s, in the general trend of economic globalization, Latin American countries have re-developed their natural resources with comparative advantages in the international market according to the needs of comparative advantages.
