陕甘宁边区森林考察是民国29年(1940年)6—7月中共中央财政经济部在延安组织的一次重要的森林考察活动。此次考察活动的成果——《陕甘宁边区森林考察团报告书》,是有关陕甘宁边区森林最重要的一个报告。时任中央财政经济部部长的李富春8月22日评价该报告“虽其中有再加考虑与研究之点,但已成为凡关心边区的人们不可不读的报告,已成为凡注意边区建设事业的人们不可不依据的材料”。中共中央财政部1940年9月对此进行了内部刊印。现在除在中央档案馆、陕西省档案馆可以看到《陕甘宁边区森林考察团报告书》(14 600余字)全文外,其余如《抗日战争时期解放区科学技术发展史料(第2辑)》、《延安地区林业志》、《陕西省志——林业志(第12卷)》、《抗日战争时期陕甘宁边区财政经济史料摘编》等文献中均有节选,版本间相差较大。《陕甘宁边区森林考察团报告书》也是目前见到的第一个提出垦殖南泥洼(南泥湾)的文献。研究历史最主要的是史料的本原性与真实性,为了准确了解陕甘宁边区森林的概况和研究陕甘宁边区林业发展的历史,王希群等同志对《陕甘宁边区森林考察团报告书》进行了系统整理。
The forest inspection of the Shensi-Kansu-Ningsia Border Region was an important forestry inspection activity organized by the Central Government’s Ministry of Finance and Economy in Yan’an from June to July of 1940 (1940). The outcome of this inspection activity, the “Report of the Shaanxi-Gansu-Ningxia Border Area Forestry Mission” is the most important report on the forest in the Shensi-Kansu-Ningsia Border Region. When he was Minister of the Central Government’s Ministry of Finance and Economy, Li Fuchun commented on August 22 that “although there are some more considerations and points of research, it has become a must-read report for those who care about the border areas and become the people who pay attention to the construction of the border areas People must rely on the material ”. The Central Government Department of Finance in September 1940 carried out an internal print. Now in addition to the Central Archives, Shaanxi Provincial Archives can see the “Shaanxi-Gansu-Ningxia Border Area Investigation Report” (14 600 words) full text, the rest as “Anti-Japanese War Liberation Zone Science and Technology Development Materials (Second Series) ”,“ Annals of Forestry in Yan’an ”,“ Annals of Shaanxi Province-Forestry (Volume 12) ”,“ Summary of Financial and Economic Historical Materials of Shaanxi, Gansu and Ningxia Border Areas during Anti-Japanese War ”and other documents. The Report of the Shaanxi-Gansu-Ningxia Border Area Forestry Inspection Delegation is also the first one currently showing reclamation of Nanniwa (Nanniwan). In order to get an accurate picture of the forests in the Shaanxi-Gansu-Ningxia Border Region and to study the history of forestry development in the Shaanxi-Gansu-Ningxia Border Region, Wang Xiqun and other comrades made a comment on the report of the “Forest Inspection Mission to Shaanxi, Gansu and Ningxia ”Conducted a systematic order.
