国企工资收入分配改革,除了改革其工资总额确定方式及标准,还要改革其工资收入信息的披露制度。应该通过立法或出台政策,要求国有企业参照社会公众公司即上市公司的模式,实现其工资收入信息的公开透明。工资收入分配信息的公开透明化既是防止工资收入分配不合理的有效约束,也是按国际惯例与市场规则运营的基本要求。因社会公众公司严格按照证券业自律组织或机构的规范要求进行信息披露,而成为国际上信息披露机制最规范和信息披露内容最全面的公司,把其信息披露规则引入国
Wages and income distribution reform in state-owned enterprises, in addition to reforming the methods and standards for determining the total amount of wages, but also to reform the disclosure system of wage and income information. Legislation or policies should be adopted to require state-owned enterprises to make public their wage and income information in an open and transparent manner by referring to the model of public-public companies as listed companies. The open and transparent distribution of wage and income distribution information is both an effective constraint to prevent the distribution of salary and income from being unreasonable and the basic requirement of operating according to international practice and market rules.
