最近,我们由吴振汉厅长带队组成一行6人调查组,对常德市法律服务工作服务于个体私营经济的情况进行了一次深入调查,并就进一步加强这项工作进行了初步探讨。一、常德市个体私营经济及法律服务工作现状党的十一届三中全会以来,随着农村家庭联产承包责任制的逐步推行,农村富余劳动力开始流入市场,常德市农村部分乡村出现了“以家为店”、“以户办厂”的个体私营经济雏形。进入90年代,特别是邓小平同志视察南方和党的十四大召开以后,常德市个体私营经济迎来了一个快速发展的新时期。1996年末,全市个体工商户已发展到19.9万户,从业人员45万人;私营企业发展到3500户,从业人员6.8万人。个体私营经济从业人员总数达到近52万人,占全市人口总数的9.08%。全年实现个体私营经济总产值(营业额)4.5亿元,上缴国家税收1.77亿元,分别占全市国民生产总值和总税收的12%、20%。武陵区、鼎城区等一批县市区的个体私营经济总量占当地国民经济总量的
Recently, we led a team of six investigators led by Commissioner Wu Zhenhan to conduct an in-depth investigation into the service of legal services in Changde City in the private and private sectors and conducted a preliminary study on further strengthening the work. I. By the end of 1996, the city’s individual industrial and commercial households had grown to 199,000 employing 450,000 people and private-owned enterprises to 3500 and employing 68,000 people.
