我厅第一轮经营承包已告结束。从整个承包经营的情况看,有经验,也有问题。其中大家反映最大、争议最多的是承包经营者的奖励问题。为此,笔者想就此谈一点自己粗浅的看法。 为了从物质利益上关心承包经营者,调动他们的积极性,促进企业的发展,国务院在《全民所有制工业企业承包经营责任制暂行条例》中明确对承包经营者的奖与罚,各地政府根据各地实际也作了相应的规定,我厅也依此制定了《陕西省水利厅直属企事业单位承包经营责任制暂行办法》。但是从实践的情况看,承包经营者因没完成承包合同被扣罚的不多,即使被扣罚也比较容易执行,困难的却是对经营者的奖励难以执行。当前,承包经营者面临个人收入问题上的两难选

Corresponding regulations were also made, and the Office also formulated the Interim Measures for the Responsibility System of Contracted Management of Enterprises Directly Under the Water Resources Department of Shaanxi Province. However, from the practical point of view, contractors have not been deducted because they have not completed the contract. Even if they are deducted, they are relatively easy to implement. The difficulty is that it is difficult to implement rewards for operators. Currently, contractors face a dilemma in personal income issues
