城建档案保证金作为一种经济制约手段,其作用是显而易见的,但也有其弊端。取消档案保证金,一方面减轻了有关建设单位的经济负担;另一方面,转变了他们的工作观念,由被动变为主动配合城建档案馆的工作。取消档案保证金后,怎样丰富城建档案馆藏呢?笔者结合五莲县实际,谈一点粗浅的认识。
