集安县为了解决烧柴困难,1983年决定:在大力营造薪炭林同时,大搞改灶节柴及保温炕的活动。截止目前,全县已百分之百地完成了有灶必改,百分之五十完成保温炕的任务,从而大大地减轻了烧柴难的负担。过去,旧灶每二十分钟烧十斤水,需要干柴十斤。改灶后,七分钟烧十斤水,需要干柴二斤就够了。这样,全县原计划建设319,350亩薪炭林,才能满足农村能源的需要。但是,自从推广节柴灶以后,通过亩产干柴的测试,每户一年用于柴七千斤计算,全县共营造薪炭林191,610亩就能满足全县农业户的需要。现将我县节柴保
