胡锦涛同志在十八大报告中提出:坚定不移地走中国特色社会主义道路,推进政治体制改革的有序进行,尤其对深化行政体制改革提出了明确的要求。社会主义市场经济条件下,深化改革政府职能与全面建成小康社会同样具有迫切性和重要性。小康社会的建成,需要更加公平、公开、公正的行政制度,而行政体制的深化改革是全面建成小康社会的有力保障。行政体制改革与市场息息相关,正确处理好政府与市场的关系显得格外重要。我们不但要深刻认识政府在职能转变中存在的实际问题,更重要的是寻找一条适合中国发展的改革道路。
Comrade Hu Jintao put forward in the 18th National Congress of the Communist Party of China that unswervingly follow the road of socialism with Chinese characteristics and promote the orderly reform of the political system. In particular, we have put forward explicit requirements on deepening the reform of the administrative system. Under the condition of socialist market economy, it is equally urgent and important to deepen the reform of government functions and build a well-off society in an all-round way. The construction of a well-to-do society needs a more fair, open and fair administrative system, and the deepening reform of the administrative system is a powerful guarantee for building a well-off society in an all-round way. The reform of the administrative system is closely linked with the market. It is especially important to properly handle the relationship between the government and the market. We must not only profoundly understand the actual problems that the government faces in the transformation of its functions, but more importantly, find a reform road that is suitable for China’s development.
