改革以来,我们沿着两权分离的思路,在分配体制、金融体制、财税体制、工资体制等方面对国有企业进行了一系列的改革。实践证明这些改革政策和措施在一定的时期内,对搞活企业,增强大中型国有企业的活力起到了积极有效的作用。但是,由于这些改革都没有触及企业的产权问题,是在产权模糊的基础上进行的,因而不可能从根本上解决国有企业的活力问题。即使在实施《条例》一年多的今天,国有企业仍然没有真正地活起来,国有企业效益不高,亏损严重的状况还没有得到彻底扭转。而与此形成鲜明对比的是一些非国有企业,
