The joint team led by the Boeing Company recently released a report on the feasibility of jointly planning the future global ATM system. The presentation, which summarizes the needs of the ATM community and sets out 25 performance benchmarks for ATM systems that meet future requirements, is “a crucial first step in the systematic use of systems engineering to address the shortfall of the existing ATM system” . In discussing the needs of all ATMs, government agencies are primarily concerned with security issues, with civil aviation authorities concerned about safety and efficiency, while general aviation and military aviation are more amenable to airspace use, while ATM suppliers emphasize the importance of full participation. According to insiders, safety dominates the need for airspace management systems in the future. At the same time, all parties have expressed their desire for a globally accepted system that will make full use of the airspace resources of the world at reasonable prices. In addition, the requirements of airworthiness authorities and service providers in Europe and the Asia-Pacific region are not equal
