职称改革评聘分开问题是当前职改工作在实际操作中的一个难题。本文从我国现行专业技术职务评聘制度的实际出发,分析了专业技术职务评聘分开问题中的基本矛盾,找出了当前专业技术职务评聘中的实质问题。一是人们对专业技术职务日益增长的需求和用人单位对不同职位的专业技术职务的有限需求之间的矛盾;二是现行的专业技术职务评聘制度与当前我国用人机制不匹配的问题。围绕上述问题,本文提出了两种解决问题的思路和一些想法。
The reform of job titles and the separation of appraisals are a difficult problem in the actual operation of job-changing jobs. Based on the actual evaluation system of professional technical positions in our country, this paper analyzes the basic contradictions in the separate evaluation of professional technical positions and finds out the substantive problems in the current evaluation of professional technical positions. First, the contradiction between the ever-increasing demand for specialized technical positions and the limited needs of employers for professional and technical positions in different positions; second, the existing problems in the appointment and dismissal of professional technical positions and the current employment mechanism in China. Around the above problems, this paper presents two ideas and some ideas to solve the problem.
