8月20日《社会科学报》刊登了上海大学法学院李教授的文章《彻底摆脱房地产依赖的魔咒》。该文的主要观点是:要建设科创中心,形成万民创业、万众创新的局面,必须摆脱目前的房地产业依赖,切实降低房价,降低生活成本,为外来人口的融入提供更宽广的路径,否则,科创中心建设就或许是一句空话。对此,他也提出了解决问题的改革路径:一是政府要放弃对土地供应的垄断,允许国有土地和集体土地依法自由流转;二是进一步扩大物业税征收范围。
