每年的征兵,是社会各界相当关注的问题。 近年,内地农村大量的适龄青年升学、就业、打工流动的路子多了;求实惠,挣现钱,顾小家弃大家的意识颇重,确有部分人不愿当兵尽义务,兵员质量受到一定程度的影响。对此,传统作法是教育和法制并举。 论教育,基层兵役机关可谓使出浑身解数;用法制,第二部《兵役法》颁布至今13年没见一部比较切实的地方法规或实施细则,有法难依。解决兵员及其质量问题,笔者提出几点看法:1.适当增加女青年的征集,破
The annual conscription is a matter of considerable concern to all sectors of society.
