目的了解2012-2013年四川省学校托幼机构突发公共卫生事件特征,为建立健全相关防控机制和措施提供科学依据。方法对2012-2013年四川省学校托幼机构突发公共卫生事件和相关信息以及事件调查处置情况进行整理分析,提出防控建议。结果 2012-2013年四川省共监测学校托幼机构突发公共卫生事件信息44起,以未分级事件为主(77.27%);其次为一般事件(18.18%)发生高峰时段为每年4、6、11月份(65.91%);农村学校幼儿园是事件的高发单位(75.00%);事件分类以乙丙类传染病为主(75.00%),以腮腺炎、水痘、手足口病多见;事件发生原因主要是健康检查制度不落实,首例病例发现报告不及时,隔离治疗措施未落实,免疫针对传染病存在免疫空白人群。结论学校托幼机构是突发公共卫生事件高发场所,应建立长效预防控制工作机制,落实好各项防范突发公共卫生事件发生的综合性措施。建议建立学校托幼机构症状监测系统,以期早期发现事件苗头,及时预警,及早处置,降低危害。
Objective To understand the characteristics of public health emergencies in kindergartens and nurses in Sichuan province from 2012 to 2013 and to provide a scientific basis for establishing and perfecting related prevention and control mechanisms and measures. Methods To analyze and summarize the public health emergencies and related information of Sichuan kindergartens and nurses in 2012-2013 and to investigate and dispose of the cases, and put forward the prevention and control suggestions. Results From 2012 to 2013, there were 44 cases of public health emergency in kindergartens and nurseries in Sichuan Province, which were mainly classified as non-graded (77.27%); followed by general events (18.18%); (65.91%) in November; kindergartens in rural schools were the high incidence of incidents (75.00%); incidents were mainly classified as class B and C (75.00%), mumps, chickenpox and hand-foot-mouth disease were common; Mainly the health inspection system is not implemented, the first case was found in a timely manner, isolation and treatment measures are not implemented, immunization against infectious diseases, immune blank population. Conclusion School nurseries are the places where public health emergencies occur frequently. A long-term prevention and control working mechanism should be established to implement all kinds of comprehensive measures to prevent the occurrence of public health emergencies. It is suggested to set up a symptom monitoring system for school nurseries and kindergartens so as to detect the signs of incidents in an early stage, timely warning, early disposal and harm reduction.
