国务院总理李鹏在第八届全国人民代表大会第五次会议上所作的政府工作报告中分析了国有企业存在的问题后,提出了推进国有企业改革迈出更大步伐六个方面的措施。 第一,集中力量抓好国有大型企业和企业集团。大型国有企业是国民经济的骨干。国家决定首先集中力量抓好1000户,去年已经对其中近300户由银行提供资金支持,加强信贷监督,取得了比较好的效果,今年要扩大到511户。为了发展跨地区、跨行业、工技贸相结合的大型企业集团,提高它们的竞争能力,并带动相关企业发展,国家已经组织了57户企业集团试点,今年要扩大到120户。对试点企业集团要扩大经营决策权,赋予自营进出口权。积极推进和规范企业的股份制改革,促进其健康发展。各地区、各部门要相互配合,扶优扶强,抓好重点企业。 第二,进一步放活国有小企业。全国有24万多户国有小企业,绝大部分由市、县管理,改革工作由地方政府组织实施。近年来,一些地区采取改组、联合、兼并、股份合作制、租赁、承包经营和出售等形式,使一大批国有小企业焕发了生机。今年要加快这方面的改革步伐。有些地方对国有小企业实行股份合作制,职工参一些股,也保留一定公有股权,对企业改组、改造和转换机制都有好处。要注意严格资产评估和审核管理,防止国有资产流失。 第三,
