危机管理是当今国际上处理国际关系的一个新趋向。同济大学亚太研究中心的邱美荣提出,在冷战结束和中国日益发展的当今时代,危机管理对中美关系的发展意义重大。首先,危机管理有助于解决中美之间的突出问题,消除中美关系的摩擦点,中美危机的产生往往是源于某些问题的突出,如“能源问题”、“贸易逆差”、“最惠国待遇”等,这些问题如解决不当,可能造成矛盾升级,有损两国关系的大局。其次,危机管理有助于中美在重大问题上推行谨慎的外交政策,避免挑战对方关键的国家利益。危机管理的过程可使双方逐步摸清彼此国家利益的“底牌”,避免“触线”,保证中美关系的平稳发展。
Crisis management is a new trend in the international community today that deals with international relations. Qiu Meirong at the Research Center for Asia-Pacific Studies at Tongji University pointed out that crisis management is of great significance to the development of Sino-U.S. Relations in the current era when the Cold War is over and China is growing day by day. First of all, crisis management can help solve the outstanding problems between China and the United States and eliminate the friction between Sino-U.S. Relations. The emergence of the Sino-American crisis often stems from the prominence of certain issues such as “energy problems”, “trade deficits” “Most-Favored-Nation Treatment,” etc. If these issues are not properly resolved, they may cause escalation of conflicts and undermine the overall situation of the relations between the two countries. Second, crisis management can help China and the United States pursue prudent foreign policies on major issues and avoid challenging the other key national interests. The process of crisis management will enable both sides to gradually find out the “bottom line” of each other’s national interests, avoid “touch lines” and ensure the steady development of Sino-U.S. Relations.
