食品系统的亏损集中在县以下的原因有以下几点:(1) 国营网点仍按区乡设置造成浪费。(2) 干部双重领导,主管部门无人事权。从行政或外企业调进的领导人不懂业务,有的竟叫会计按估计数字算帐、报表。食品所拿钱的人多,能干事的人少,老弱病残占40%。(3) 有经验的老会计退休的退休,调出的调出,由于领导不懂业务,会计监督不力,随意跨行业,乱联营,乱投资,上当受骗的事俯拾皆是。借改革之机发横财的也大有人在。(4) 县以下的食品所过去是统得过死,现在又一下子放得太活。基层企业的人财物方面的权究竟有多大不明确。向上级反映问题,答复是:“你们按国家规定办,我们管不着了。”(5) 个体户
