环境问题是当今各国可持续发展面临的最首要问题,它是制约经济和社会发展的最大障碍。而环境监管能力的提高和环境监管制度的进一步完善,是应对环境问题的重中之重。在建设法制社会的今天,更应侧重于运用法律手段来对环境进行监督和管理。我国环境立法工作虽然起步不晚,但在环境监管的立法体系和制度方面存在诸多漏洞和缺陷。因此,完善我国环境法律体系,确立适合我国国情的环境监管模式及监管手段,是当前亟待解决的问题。
Environmental problems are the most important issues facing the sustainable development of all countries today. They are the biggest obstacle to economic and social development. The enhancement of environmental regulatory capabilities and the further improvement of the environmental regulatory system are the top priorities for dealing with environmental issues. At the moment of building a legal system society, we should focus more on using legal means to supervise and manage the environment. Although our environmental legislation work has not started yet, there are many loopholes and flaws in the legislative system and system of environmental regulation. Therefore, improving China’s environmental legal system and establishing an environmental regulatory model and regulatory instruments that are suitable for China’s national conditions are the immediate problems to be solved.
