今年5月,国务院出台了《关于鼓励和引导民间投资健康发展的若干意见》(以下简称《意见》),进一步拓宽民间投资的领域和范围,进一步深化传统垄断性行业领域改革开放,加大并规范投资准入门槛设置等。这是继2005年《国务院关于鼓励支持和引导个体私营等非公有制经济发展的若干意见》(简称国务院加快非公经济发展的“36条”)和2009年《国务院进一步促进中小企业发展的若干意见》(简称进一步促进中小企业发展的“29条”)后,我国鼓励和引导民间投资健康发展的又一政策措施。相比以往出台的政策,《意见》明确提出了科技部门要鼓励和支持民营企业加强自主创新和转型升级,特别是在企业研发投入、研发能力、科技成果转化的政策环境、投资重点等多个方面进行了较为细致的规定。为让社会各界充分了解《意见》在科技方面的政策内容,笔者专程访问了科技部中国科学技术发展战略研究院科技投资所副所长郭戎博士。

In order to let the public from all walks of life fully understand the policy content of “opinions” in science and technology, the author made a special trip to visit Dr. Guo Rong, deputy director of the Science and Technology Investment Institute of China Science and Technology Development Strategy Research Institute.
