1998年11月下旬,中共中央政治局常委、国务院总理朱鎔基赴辽宁考察国有企业和粮食流通体制改革的进展情况。朱鎔基说,党中央、国务院关于国有企业改革的方针、政策,是认真总结改革的实践经验形成的,又被实践证明是切实有效的。可以说,这是有中国特色的国有企业改革与发展的道路。只有坚定不移地贯彻执行,扎扎实实地做工作,国有企业是完全能够搞好的。要抵制各种错误言论的误导。把国有小企业改革片面归结为一个“卖”字,搞“一卖了之”,是完全违背党的十五大精神和中央方针的。不是不可以卖,但卖不是惟一的方式,也不是主要的方式。其实一些地方的做法并不是“卖”,而是半卖半送、名卖实送,还冲掉了银行的大笔债权,造成国有资产严重流失,这种做法必须坚决制止。

It is completely contrary to the Party’s spirit of the 15th National Congress of the Communist Party of China and the Central Government’s policy to attribute the reform of state-owned small enterprises to a “selling” one-sided word. It cannot be sold, but selling is not the only way, nor is it the main way. Actually, in some localities, the practice is not to “sell,” but to sell semi-sent, to sell real estate, and to flush away bank’s large claims, resulting in a serious loss of state-owned assets. This practice must be resolutely stopped.
