公开选拔正在成为中国越来越重要的政治精英遴选方式。根据民主性和科学性两大维度,可以构建一个简约的研究框架。以这一研究框架来分析,中国已经出现了以一推双考、公推公选、直接选举、公开比选为典型模式的、基于不同类型职位的公开选拔理论谱系。推进公开选拔制度建设,关键是加强民主性和科学性的发展和融合,探索基于分级分类的、对民主性和科学性有不同要求的政治精英遴选模式组合。
Open selection is becoming an increasingly important political elite selection method in China. According to two dimensions of democracy and science, we can construct a simple research framework. Based on this research framework, there has been a lineage of open selection based on different types of positions in China, which push the public through public examinations, public elections, direct election and open election as typical models. The key to advancing the system of open selection and selection is to strengthen the development and integration of democracy and science, and to explore a combination of political elite selection modes based on hierarchical classification and having different requirements on democracy and science.
