国际劳工组织以实现“社会正义”、“体面工作”为目标,根据社会经济产业的发展,以政府、雇主、劳动者的社会对话机制,形成并不断更新国际职业培训基准,将人力资源开发、教育培训和终身学习政策作为经济社会发展战略的重要组成部分,兼顾经济目标和社会目标,希望加盟国政府在构建国家资格框架、加大教育和培训力度的同时,鼓励企业投资于教育和培训,创新培训方法,促进个人积极利用教育、培训和终身学习的机会。
