中国信用卡市场方兴未艾,发展潜力巨大。但由于发卡行与客户和相关部门之间以及各个发卡行之间存在严重的信息不对称,信用风险也在不断集聚。为解决这一问题,商业银行应当对信用卡业务实行集中管理;政府应当在引导个人诚信系统的建立和信用卡法制建设方面承担起主要责任;此外还应针对性地开展宣传教育,逐步在全社会培育成熟的消费文化和信用习惯。
The credit card market in China is in the ascendant and has great potential for development. However, due to the serious information asymmetry between the issuing bank, customers and relevant departments as well as various issuing banks, the credit risk is also constantly gathering. In order to solve this problem, commercial banks should conduct centralized management on credit card businesses. The government should assume primary responsibility in guiding the establishment of personal integrity system and credit card legal system construction.
