党的十六届四中全会提出了加强党的执政能力建设的总体目标,把构建社会主义和谐社会的能力作为当前和今后一个时期,加强党的执政能力建设的战略任务,列为党执政的五大能力之一。这顺应了时代发展的潮流,也是党执政为民、巩固执政社会基础、实现执政历史使命的必然要求。提高构建和谐社会的能力,必须一切从人民的利益出发,调动一切积极因素,激发社会活力,维护和实现社会公平。
