华兴建设公司第二工程公司,在深化改革中,把竞争机制引入到预算管理中来,实行“三定一奖”,激发了预算人员的积极性。“三定”的具体内容是:(一)定岗。为了提高预算人员的素质和相对稳定,公司规定,凡从事预算工作人员,必须经过先培训后上岗,按定额编制进行配备。(二)定责。对合同管理、预算编制、审批手续、传递程序以及电子计算机操作与应用,都建立了管理制度,并有专人负责,分工明确,责任清楚。(三)定考。对预算人员定期进行考核,不定期召开业务学习会,每年进行1~2次综合性考核,交流经验,互相促进。对不合格人员,重新组织培训并考核后予以上岗或调整。上级预算部门指导下级预算人员
