一、先从“支柱”、“支不住”说起回顾起来,综合经营作为“支柱”的提出,是在水利产业处于严重困境的情况下所想的一条出路,因而在水利职工中引起了强烈反响,激烈争论。当时赞成的虽然不少,但比较多的还是这些说法:一曰水利工作“没猴耍”了,又变个新“把戏”;二曰“不务正业”,认为丢了水利老行规,搞综合经营是“离经叛道”;三曰“权宜之计”,认为水利职工没事干了,要自讨饭吃;四曰把麦杆当柱子,认为不成材,支不住,等等。
