估算工程造价国际上较通用的是实物法。采用实物法估算工程造价的优点是:一实物法估价的基础数据包括人工、材料、机械的价格或相关价格指数均来自市场;二实物法遵循市场经济的价值规律进行定价,使政府直接参与造价控制的直接管理变为间接调控,是一种动态的定价方法,对市场具有很强的适应性;三可根据某一具体工程的实际建设情况,拟定施工方案,再根据施工方案配置资源,以实际资源的消耗作为工程的直接费用,加上其他有关费用构成工程总的费用。
