加强党的执政理论建设不仅具有重要的理论意义,而且具有重要的实践意义。党的执政理论建设是一项系统工程,其基本内容包括“执政理念”、“执政基础”、“执政方略”、“执政体制”、“执政方式”、“执政资源”、“执政环境”和“执政能力”等主要方面。加强党的执政理论建设,必须自觉坚持以马克思主义执政理论为指导,系统地总结我们党执政以来的全部历史经验,不断总结和概括我们党执政的新的实践经验,同时注重借鉴其他执政党兴衰成败的经验教训,坚持与时俱进,推进实践基础上的理论创新。
