作为人武系统的“兵头将尾”,民兵连长对于开展基层民兵工作起着至关重要的作用。在农村,民兵连长一般由村民选举的村民委员会成员担任,大多为退伍军人;在城市,民兵连长一般由厂矿企业及组建民兵单位的行政负责人担任。民兵连长是民兵工作的最基层指挥员。无论是革命战争年代,还是和平建设时期,民兵连长在动员和组织广大民兵参军参战、支援前线、抢险救灾、维护社会治安等各项工作中,都发挥了重要作用。
As the “military chief to the end” of the armed forces system, the militia commander plays a crucial role in carrying out the work of grassroots militia. In rural areas, militia commanders are generally members of villagers’ committees elected by the villagers, most of whom are veterans. In cities, militia commanders are generally run by factories and mines and the administrative heads of militia units. Militia commander is the most basic commander of militia work. Whether in the era of revolutionary war or in the period of peace building, the militia commander has played an important role in mobilizing and organizing the vast majority of militias to join the army in fighting wars, supporting front lines, providing disaster relief and safeguarding social order.
