去年8月上、中旬,沂沭泗流域出现了1974年以来的两次较大洪水,暴露了水利工程存在的严重问题和管理工作中的薄弱环节。从中总结和吸取经验教训,对夺取今年防汛工作胜利,有重要借鉴作用。沂沭泗工程标准低、质量差、隐患多。统管几年来,虽做些了基建和岁修工程,防洪能力有所提高,但并未彻底解决问题,加上大部分堤防均是1974年以后加固的,没有经受过洪水考验。因此,当“90.8”两次洪水发生后,致使部分工程出现渗水、雨淋冲沟、堤防漏洞、裂缝、滑坡和险工塌岸等较大险情。洪后反思,出现这些险情的原因是多方面的:(1)石护岸基础的设计深度偏小,很多石护岸都在两次洪水中冲坏基础;(2)以前的培堤工程考虑不全面,没有处理基础,给堤防加固留下
