党的十五大以来上海地方党委通过界定各方职责,理顺相互关系;推进“条”“块”建设,健全纵横体系;着力制度设计,加强权力制衡,推进“总揽全局、协调各方”领导格局的形成。党的十六大以来,通过减少内部层级,强化集体领导;完善运行机制,保障民主决策,以党内民主带动人民民主,使“总揽全局、协调各方”的领导格局得到进一步发展。
