在我国南方由于湖泊、江河流域内季节性降雨或上游冰雪融化而发生定期的涨水现象,人们称为“汛”。大汛一来,人民生命和财产安全受到威胁与损害。建国以来,党和政府率领广大劳动人民在防汛斗争中形成了大量的档案材料,我们有责任将这些档案保存下来,以利今后的防汛斗争和历史研究。本文就防汛档案的特点及其保管进行一些粗浅的探讨。一、防汛档案的特点
