坚持科学发展观,必须建设学习型政党,落实科学发展观的过程,也是建设学习型政党的过程。科学发展观作为科学的论断,不是每个人都能深刻理解并深入贯彻的,全面贯彻落实科学发展观离不开先进的政党,提高政党的执行力是贯彻落实科学发展观的关键。贯彻落实科学发展观关键在于树立先进的学习理念,建立共同愿景;建立多层次学习型党组织,为落实科学发展观提供组织保证;健全学习机制,为落实科学发展观提供制度保证。
