跷盼已久的《传统工艺美术保护条例》(以下简称《条例》)终于由国务院发布了,这是中国工艺美术界的一件大事,是党和政府对工艺美术事业的极大关怀和帮助,值得庆贺。中国共产党历来非常重视对中华民族传统文化的保护和发展,早在激烈的解放战争时期就十分关注文物保护。炮火无情人有情,战争结束时,我国重要文物和古建筑等都完整无损。新中国成立前后,国家各项恢复工作千头万绪,仍把传统工艺的恢复生产提到议事日程。早在1949年4月24日的《人民日报》上,就曾发表过题为《北平特种手工业恢复与发展中的一些问题》,提出亟需解决的某些问题。1950年,全国合作总社成立,逐步建立工艺美术管理机
