《Inside GNSS》,2014年9/10月刊欧洲航天局(ESA)在9月16日公布的一副图片显示:2014年8月22日搭乘“联盟号”火箭发射的两颗“伽利略”(Galileo)导航卫星未能进入预定轨道。这两颗“伽利略”卫星是首批完整业务能力(FOC)卫星,原计划运行于高度为23222km,倾角为55°的圆形轨道。然而,由于出现发射故障,两颗卫星目前运行于远地点高度25900km,近地点高度13700km的椭圆轨道,与预定轨道相距3000km以上。欧洲航天局称,两颗卫星的太阳电池翼已正常展开,且星上仪器设备均处于健康状态,但其导航有效载荷尚未开始发射导航信号。

The two Galileo satellites are the first full operational capability (FOC) satellites originally planned to run on orbits at altitudes of 23222km and 55 °. However, due to transmission failure, the two satellites currently operate at an elliptical orbit at an altitude of 25,900 km and an altitude of 13,700 km at a perigee, more than 3000 km away from the intended orbit. The European Space Agency said the solar cells on both satellites have been properly deployed and the satellite equipment is in good health but its navigation payload has not started transmitting navigation signals yet.
