经过近20年的高速工业化发展,长三角区域正在从工业增长中心向技术创新中心转变,其中县级区域工业规模的迅速扩大和专利数明显上升的事实说明创新型国家的地域范围发生了一个根本性变化:越来越多的县级区域成为制造基地和创新集聚区,替代了传统的中心城市,科技创新力的空间扩展速度及范围是惊人的。其政策含义就是有更多创新产出的区域应该积累更多的科技资源,而国家科技资源流向技术创新能力上升的区域将会提高整个国家科技资源的配置效率和科技成果的经济价值,必然加快创新型国家建设速度。
