第一章总则第1条医师,通过掌管医疗及保健指导,为促进和提高公共卫生做出贡献,从而确保国民健康生活。第二章执业许可第2条欲成为医师者,必须通过国家医师考试,并取得厚生劳动大臣的执业许可。第3条未成年人、被监护人或被保护人,不得给予执业许可。第4条属于下列各种情形之一的,不给予执业许可。(1)由厚生劳动省令规定,因身心障碍不能正常履行医师业务的②;(2)麻药、大麻或鸦片中毒的;(3)受过罚款以上刑事处罚的;
Chapter I General Provisions Article 1 Physicians, in charge of medical and health guidance, contribute to the promotion and enhancement of public health so as to ensure a healthy life for their citizens. Chapter II Licensing Article 2 Those who intend to become physicians must pass the national physician examination and obtain the permission of the Minister of Health and Welfare to practice. Article 3 A minor, a guardian or a protected person may not give a practicing license. Article 4 belongs to one of the following circumstances, does not give practicing permission. (1) prescribed by the Ministry of Health, Labor and Welfare, who are unable to perform their duties as a result of their physical or mental disability; (2) they are poisoned with narcotic drugs, marijuana or opium; (3) have been fined for criminal penalties or more;
