1998年12月8日至16日,由总政宣传部主办,中国美术家协会协办的《抗洪精神赞—全军美术作品展览》在北京中国美术馆取得了圆满成功。这次富有特殊意义的展览唤起了美术界对主题性画展的重新关注和认识,在社会上产生了强烈的反响。为了使军事美术更加深入地发展壮大,总政宣传部艺术局12月15日特邀了部分美术理论家和专家、学者进行座谈研讨。水天中、刘曦林、杨悦浦、苏高礼、晨朋、李一、徐恩存、张晓军、陈正明、袁卫平、陆天宁、张坤等与部队画家张道兴、高泉、李翔、陈玉铭、袁武、王界山、许向群、邵亚川、邓超华、张庆涛、邢俊勤、孙立新、顾国建、杜军、秦文清、李明峰、陈玉林以及首都新闻出版单位四十余人参加了这次抗洪精神赞全军美展学术研讨会。总政宣传部艺术局局长陆文虎和美术干事李翔专门到会听取大家的意见。研讨会由部队画家张道兴、王界山主持,现将主要理论家的发言摘录
From December 8 to December 16, 1998, “Anti-Flood Spirit Praise - All-Army Art Exhibition”, organized by the Propaganda Department of the General Political Department and co-organized by the Chinese Artists Association, was a complete success at the China National Art Museum in Beijing. This exhibition of special significance aroused the re-attention and understanding of the fine art exhibition on the thematic art exhibition in the art world, and produced a strong response in the society. In order to further develop and expand military art, the Art Bureau of the General Political Propaganda Department invited some art theaters, experts and scholars on December 15 to hold discussions.
