目前我国的预案体系建设工作已经比较全面,但是在这些预案的应用过程中开始暴露出一些问题,根本原因在于决策所需信息的传递和共享方式。本文针对这些问题确定了建设数字化预案系统的基本目标,在此基础上参照应急预案规定的应急原则和流程,对于数字化预案系统的三个主要功能(包括人员管理、触发机制、应急任务的管理)进行了分析,并指出实施这个系统的三个要点在于:信息传递、信息展示和多种通讯方式的设计。
At present, the construction of the preplan system in our country is quite comprehensive, but some problems begin to be exposed in the application process of these proposals. The fundamental reason is that the information needed for decision-making is transmitted and shared. In this paper, the basic goal of building a digital plan system is determined according to these problems. Based on the principle and process of contingency plan, three main functions of the digital plan system (including personnel management, triggering mechanism and emergency task management) Conducted an analysis and pointed out that the implementation of this system, the three points are: information delivery, information display and a variety of communication design.
